COA Region IX holds ORAOHRA Webinar

Commission on Audit Regional Office No. IX conducted a one-day-session webinar on 2017 Omnibus rules on appointment and other Human resource Actions (ORAOHRA) revised as per CSC Memorandum Circular No. 1800692 dated July 3,2018. Regional Director Visitacion Q. Mendoza formally opened the same.

The revised ORAOHRA is a consolidation of rules pertaining to appointment, promotion, reassignment, separation, and other human resource actions in the civil service which took effect last August 26,2018.

Resource Person Atty. Michelle Mae B.Callao, Service Chief of the Regional Fraud Audit Services facilitated the webinar proper which consisted of two Learning Activities:

Learning Activity 1 : Agency Merit Selection Plan, Human Resource Merit and Promotion Selection Board (HRMPSB), Merit Selection Plan Criteria for Recruitment

Learning Activity 2: Interim Criteria For Ranking for Promotion Pursuant to COA Resolution No. 2018-023 dated April 19,2018.

The nature, requirements, procedures, and cancellation of Appointments; and the Rules on publications and postings were among the core subjects during the session 1.

Being the primary policy tool for the assessment of qualifications of candidates, the CSC-Approved Enhanced COA Merit Selection Plan (MSP) was extensively discussed during the live webinar during session 2. Atty Callao furthered that COA MSP shall serve as the basis for the objective, efficient, responsive and expeditious selection of candidates for recruitment, promotion and other human resource actions to ensure that only the qualified and competent are selected and appointed in the Commission. She fostered that there shall be equal employment opportunity for employees of all levels of position, provided they meet the minimum requirements of the position to be filled; and that there shall be no discrimination in the selection of employees on account of age, sex, gender identity, sexual orientation, civil status, disability, religion, ethnicity, or political affiliation.

RP Callao also presented the Composition of the Regional Human Resource Merit Promotion and Selection Board (RHRMPSB) of COA Regional Office No. IX and their corresponding duties. She emphasized that the RHRMPSB shall review the proposals for recruitment and/or promotion processed by the Administration Training and Support Services to determine and ensure compliance with existing COA policies and civil service rules and regulations. She also pointed out that the Board shall interview applicants/candidates for recruitment/promotion or recommend the conduct of a background investigation (BI), if deemed necessary.

Meanwhile, the Modes of Separation from government service and the equivalent documents required under the revised ORAOHRA were enumerated towards the end of the webinar.

To cap off the Webinar, an open Forum followed thereafter. Questions were directed to and answered by Atty. David Oliver C. Kong, regular member of COA9 RHRMPSB representing NGS.
